Le collectif des associations porte à l'Elysée son "cri d'alarme" sur le logement

Une délégation représentant les 31 associations du Collectif pour le logement des personnes sans abri et mal logées a porté mercredi à l'Elysée son "cri d'alarme" sous forme de propositions pour endiguer la crise, à quelques jours de la fin de la trêve des expulsions locatives. Les associations, parmi lesquelles Emmaüs, la Fondation Abbé Pierre, ATD Quart Monde, les Enfants de Don Quichotte, Habitat et Humanisme, la Croix-Rouge, espéraient pouvoir remettre leur "baromètre des 100 mesures prioritaires" à la sortie du conseil des ministres, a constaté une journaliste de l'AFP.

Les associations encerclées par la police à l'Elysée

Après avoir patienté pendant environ une demi-heure en face de l'Elysée entouré d'un cordon de police, trois personnes ont finalement déposé les courriers "sans rencontrer personne, ce que nous regrettons", a raconté à l'AFP Christophe Robert (Fondation Abbé Pierre).

Il était accompagné d'Augustin Legrand (Don Quichotte) et de Claude Chaudières (Union nationale interfédérale des oeuvres et organismes privés sanitaires et sociaux).

"Nous espérons que ça aura pour effet de tirer la sonnette d'alarme: nous sommes en situation d'urgence avec la fin de la trêve le 15 mars et la fin du plan hivernal d'hébergement d'urgence", a dit M. Robert.

Christophe Louis (Les Morts de la rue) a demandé que les préfets "maintiennent les 8.100 places d'urgence ouvertes à travers le territoire pendant l'hiver", rappelant que 390 personnes étaient mortes dans la rue en 2009 et "déjà 49 depuis début janvier".

Le Collectif demande au gouvernement "la suspension temporaire des expulsion locatives pour les ménages de bonne foi avec dédommagement des propriétaires" à l'heure où la crise du logement se conjugue avec la crise économique.

Avant la crise, en 2006 selon l'Insee, 1,8 million de personnes étaient en difficulté de paiement dont 500.000 avaient déjà 2 mois d'impayés. "Les associations sont extrêmement inquiètes, surtout avec le million de chômeurs qui doit arriver en fin de droit d'indemnisation en 2010" dont 400.000 sans revenu de remplacement, a affirmé M. Robert.

Parmi les mesures urgentes prônées figurent notamment la revalorisation des aides au logement (APL) qui ont perdu 12% de leur impact de solvabilisation depuis 2001 et la reconduction du plan de cohésion sociale de Borloo (2002-2009) qui permet une pluriannualisation des financements fléchés vers le logement.

Le Collectif a déjà annoncé sa participation à la manifestation nationale du 13 mars organisée par le Réseau "Stop aux expulsion de logement" (Resel qui regroupe entre autres le Dal, Jeudi Noir, Attac, les associations de chômeurs AC! et Apeis, des syndicats).
