En mars, nous avons été expulsés de notre d'un HLM pour dettes de loyers d'environ 2 000 euros. Les premières nuits furent réglées par la mairie, en changeant d'hôtels en hôtels. Nous avions très peu d'affaires, des biens de première nécessité, comme des savonnettes, pour rester digne, et bien sûr de la nourriture essentiellement du pain du paté. Au bout de dix nuitées, la mairie nous informe que c'est terminé, sans pour autant vous proposer un relogement, alors que nous avions, à tort, signé le contrat loi Borloo qui stipule un relogement. Nous avons connu les hôtels bon marché, les marchands de sommeil, y laissant un peu de notre dignité. Nous payions plus de 1 000 euros de loyer par mois, le salaire de ma fille, auxiliaire de vie dans une maison de retraite, ne suffisait pas.

Nous nous sommes sentis jugés par les autres, et même par les services sociaux. Ma fille aînée m'a prise chez elle, j'ai dû quitter mon pays car elle est mariée à un étranger. Quant à ma fille et son ami, une mairie leur a enfin proposé au bout de 2 ans de galère un hébergement assuré par une association.

Le mal-logement, tel que vous le nommez n'est pas qu'un problème d'habitat vétuste ou d'entassement de plusieurs personnes dans des surfaces ridiculement petites. Personnellement, je n'ai plus de toit depuis bientôt 10 mois. Alors, je "squatte" comme on dit. Je me débrouille avec des amis qui ont la gentillesse de m'héberger quand ils le peuvent, parfois en le cachant à leurs proches, à leurs amis. Sinon, reste toujours ma voiture. Le plus difficile lorsque l'on est "hébergé" réside dans cette intrusion dans la vie privée des autres alors que la notre n'existe pratiquement plus. Cela ressemble étrangement à une situation de "double-contrainte" où quoi que l'on fasse, on a tort.

Le rapport à l'autre explose parce que l'on se sent mal dans sa peau, parce que l'on ne se sent pas à sa place. Et tout devient complexe, surtout au niveau des "échanges", car on se ferme chaque jour un peu plus. Alors lorsqu'on cherche du travail ou un logement, on porte sur soi une espèce d'odeur de poisse qui fait que rien ne nous sourit parce que dans ces situations-là, il est difficile de se sourire à soi-même. J'ai un toit provisoire sur la tête et je témoigne : la semaine prochaine retour dans ma voiture.
J'ai 41 ans heureusement sans enfant, sans emploi, sans logement alors que diplômé universitaire, ayant travailler et tentant de terminer un doctorat en SIC. C'est comme ça.

Licenciée un mois après la fin de mon congé maternité (délai légal), après avoir passé 4 ans à un poste de responsable dans un grand groupe, je me suis retrouvée au chômage, mère célibataire, et endettée jusqu'au cou (conséquence directe de mon licenciement). En attente d'un jugement aux prud'hommes, pas avant de nombreux mois, je vais devoir me séparer de mon logement (locatif privé), mes charges fixes mensuelles étant supérieures à mes allocations chômage et CAF. Les aides étant calculées sur les revenus antérieurs de 2 ans, on m'a répondu bien sûr que je gagnais trop d'argent !

Il m'a toujours été très difficile de trouver un logement (toujours le problème du garant), mais là je dois carrément aller habiter chez quelqu'un : trop riche pour être aidée, trop pauvre pour tout payer ! La classe moyenne, je connais, j'ai grandi dedans, mais je vois une nette dégradation des conditions de vie entre la génération de mes parents et la mienne. Autrefois nous nous sentions déjà un peu pris au piège d'une classe "bâtarde", ni vraiment riches, ni vraiment pauvres, nous vivions correctement mais payions beaucoup d'impôts; aujourd'hui je me sens tirée vers le bas, je ne me plains pas de payer trop d'impôts, mère célibataire au chômage j'en suis exemptée, mais je me demande comment je vais vivre dans quelques mois, devant choisir entre rembourser des crédits ou payer un loyer.

Pendant dix ans, mes parents ont renouvelé leur demande de logement dans une petite ville de banlieue communiste d'île-de-France. Nous étions tous scolarisés et dormions à cinq dans une chambre. La proviseur de mon lycée n'a eu de cesse de me décourager de poursuivre des études, considérant que je devais gagner ma vie rapidement compte tenu de la situation de mal-logement que nous subissions.

Aujourd'hui la situation a évolué, mais, je reste très vigilante. Avoir un toit en France est un véritable problème dans les centres urbains, près des transports, près des bonnes écoles, c'est aussi un facteur d'injustice sociale. C'est un problème que les pouvoirs publics refusent de prendre au sérieux. En effet, permettre la défiscalisation pour des programmes de logement dans des villes où il n'y a pas de travail, ce n'est pas de l'aménagement du territoire, c'est de l'incitation financière. Permettre la defiscalisation sur des programmes immobiliers dont les prix sont surestimé, c'est permettre à certains de se constituer une épargne mais pas aux plus modestes de payer leur logement.

Avec mon mari et mes trois enfants, nous avons été expulsés cet été. On nous a relogés à l'hôtel pour 600 euros par mois, mes enfants et moi. Le conseil général paie le reste, soit 1 650 euros, ce qui fait en tout 2 250 euros par mois. A ce prix là, on pourrait payer le loyer d'au moins quatre logements sociaux. Mon mari dort ailleurs, car s'il était pris en charge, le prix du loyer serait différent mais la surface reste la même.

On a envoyé un dossier dit "dalo" il y a 4 mois. Toujours pas de numéro d'attribution pour que notre dossier passe en commission, ils sont surchargés. L'Etat dit que la commission doit donner une réponse dans un délai de six mois pour avoir un numéro. Mais ensuite il faut encore attendre au moins 1 an tellement il y a de demandes.

Alors que fait l'Etat ? il vote des lois, mais les lois ne sont pas appliquées correctement. Madame Boutin disait pas d'expulsion sans relogement. Où en est cette réglementation ? Le maire de ma ville ne peut rien faire, il y a trop de demandes, le conseil général pareil, la préfecture toujours pas de réponse...

Ceci est un appel au secours. Je suis arrivée dans un logement type F4 en Janv 2004 qui me paraissait agréable. J'occupais alors un poste d'hôtesse au Comptoir à l'Aéroport Charles de Gaulle. Cet appartement situé dans un HLM de Gonesse fût jusqu'à ce jour un véritable calvaire. L'insécurité est permanente. J'ignorais avant d'atterrir dans cet immeuble que des familles ayant des enfants drogués y logent depuis une vingtaine d'années. Notre hall d'immeuble était le rendez-vous des drogués et des jeunes délinquants du quartier.

En tant que Femme et seule, je n'ai pas pû résister plus longtemps car je fus même menacée par les jeunes drogués. Aucune suite n'a été donnée à ma demande déchange de logement déposée en 2005. Or mon contrat à l'Aéroport a rapidement pris fin et le loyer est trop cher pour moi...

Voilà déjà un an et demi que nous réclamons un logement HLM... Je suis père d'une petite fille de 15 mois, ma femme ne travaille pas, et je ne touche qu'environ 1 200 euros par moi en tant qu'auto-entrepreneur. Je n'ai pas droit au RSA sous prétexte que ma femme à un titre de séjour d'un an. Il lui faut cinq ans avec papiers sur le sol français (quel rapport avec le RSA ?). Bref, nous vivons une situation difficile et je ne sais pas si je vais pouvoir payer mon loyer encore bien longtemps.

L'adjoint au logement de ma ville nous dit que nous ne sommes pas en situation d'urgence, ceux qui dorment dehors le sont. Alors dormons dehors ! Mais ça ne marche pas car il faut être solvable pour bénéficier d'un HLM... Je suis solvable, puisque je paye mon loyer de 770 euros par mois ! Oui, mais je ne gagne pas assez pour bénéficier d'un HLM... je ne comprends plus : je croyais que les appartements HLM étaient destinés aux plus modestes. Bref, j'insiste et peut-être qu'un jour j'aurai ma baraque en bois sur les quais de seine...

A Paris, c'est le déclassement à tous les étages ! par Sophie P.

Seule, sans famille ni enfant, je suis censée vivre à Paris, ma ville natale, grâce à l'Allocation de solidarité spécifique (450 euros par mois) depuis cinq ans. Car le logement "social" est géré comme un parc pour rentiers : on garde le peu de logements pour les amis, les véritables demandeurs n'ont qu'à dégager de la capitale.

Des salariés modestes acceptent sans broncher de se délocaliser et ont des vies d'enfer avec 4 heures de trajet par jour... Une aubaine pour les patrons qui tiennent à leur merci une main d'oeuvre complètement soumise. Des centaines de milliers de m2 vides, des "grandes" familles qui se gavent... et nous crevons !

Maintenant, je suis plutôt content, je n'habite plus en France mais en Allemagne où l'on n'a pas oublié le sens du mot "qualité". Qualité du logement bien sûr, mais aussi qualité de vie qui est en voie de disparition en France.

En 2002, je suis arrivée à Paris dans un petit studio de 17m2 du 8e arrondissement de Paris (550 euro/mois) où j'ai vécu avec mon compagnon (artiste et enseignant), puis avec son fils aîné et notre fils à nous, pendant 7 ans. Quatre personnes vivant et parfois même travaillant dans une seule pièce - pas tout à fait dans les normes, en plus... Le grand a actuellement 10 ans, le petit, 5 ans, et nous, nous sommes déjà séparés. Nos demandes de relogement, périodiquement renouvelées (en mairie d'arrondissement, préfecture, ministère de la culture, etc.) n'ont rien donné. On a été toujours "prioritaire", mais pas éligibles (soit un de nous se trouvait au chômage, soit, avec nos deux smics cumulés, on n'avait pas le montant obligatoire de ressources pour l'attribution d'un HLM ou d'un atelier-logement).

Actuellement, en tant que mère seule habitant avec son enfant dans ce même studio, j'apprends, de la part des services sociaux, que je ne suis nullement une urgence, car "on a vu pire que vous, madame", et me reloger dans le privé m'est, pour l'instant, impossible... Combien d'enfant grandissent comme le mien, et combien de mères prennent beaucoup sur elles, jour après jours ?

Je vis à Boulogne-Billancourt dans une barre d'immeuble initialement construite pour les ouvriers en 1930. Propriété de la "France Mutualiste" pendant des décennies, l'ensemble a été revendu à Restaura, spéculateur Espagnol en 2004. Quelques coups de pinceaux plus tard, les loyers ont été multipliés par deux ! Mais les infrastructures, les parties communes et les nuisances sont elles, toujours de 1930. Inondations à répétition, électricités non conformes, rapport alarmant des pompiers, rien ne semble faire bouger les nouveaux propriétaires qui, depuis 2009, sont la caisse des dépôts et consignation et sa filiale SNI. Organisme normalement à vocation sociale, la SNI se montre pire qu'un groupe privé comme Restaura et ne veut rien entendre des dégradations, malfaçons et nuisances de ses locataires payant plus de 26 euros le m2 et menace d'un huissier le moindre retard de paiement !

Ce n'est peut être pas l'exemple le plus dramatique concernant le logement en France mais il est significatif du malaise de la majorité de la population qui, pour plus de la moitié de leurs salaires, n'ont d'autres choix que de vivre dans des conditions dignes de pays en voie de développement. Quand on est stressé de rentrer chez soi à cause du bruit des voisins ou qu'on ne sait pas si un incendie ne va pas se déclencher dans les armoires électriques chaque nuit pour un prix exorbitant, nul besoin de se demander pourquoi les fractures entre concitoyens sont si graves dans notre société.
